(40) Do you not know that to Allāh belongs the dominion of the heavens and the earth? He punishes whom He wills and forgives whom He wills, and Allāh is over all things competent.

 40. Know you not that to Allâh (Alone) belongs the dominion of the heavens and the earth! He punishes whom He wills and He forgives whom He wills. And Allâh is Able to do all things.

أَلَمۡ تَعۡلَمۡ أَنَّ ٱللَّهَ لَهُۥ مُلۡكُ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِ يُعَذِّبُ مَن يَشَآءُ وَيَغۡفِرُ لِمَن يَشَآءُۗ وَٱللَّهُ عَلَىٰ كُلِّ شَيۡءٖ قَدِيرٞ

Do you not know that to Allah belongs the Kingdom of the heavens and the earth? He torments whomever He decides and forgives whomever He decides; and Allah is Ever-Determiner over everything.

40. You, O Messenger, certainly know that the dominion of the heavens and the earth is Allah’s. He acts in them as He wishes. He punishes whomever He wishes through His justice; and forgives whomever He wishes through His grace. Allah is able to do all things and nothing is outside His ability.
