(98) Except for the oppressed among men, women, and children who cannot devise a plan nor are they directed to a way[213] -

 98. Except the weak ones among men, women and children who cannot devise a plan, nor are they able to direct their way.

إِلَّا ٱلۡمُسۡتَضۡعَفِينَ مِنَ ٱلرِّجَالِ وَٱلنِّسَآءِ وَٱلۡوِلۡدَٰنِ لَا يَسۡتَطِيعُونَ حِيلَةٗ وَلَا يَهۡتَدُونَ سَبِيلٗا

Except (the ones) deemed weak among the men and women and newborns (who) are unable (to contrive) a device and are not guided to a way.
