الترجمات
(21) Allāh has written [i.e., decreed], "I will surely overcome, I and My messengers." Indeed, Allāh is Powerful and Exalted in Might.

Allah has decreed: "It is I and My messengers who must prevail": For Allah is One full of strength, able to enforce His Will.
